The R or S configuration can be assigned by following CIP rules as follows:

The numbering that is assigned to the groups that are bonded to the chiral carbon is done on the basis on the molecular weight and electronegativity of the respective groups.

If the sequence of the numbering follows clockwise direction, the chiral atom is assigned with R configuration and if the numbering follows anticlockwise direction, then S configuration is assigned.
