
Instant runoffs. One way to avoid the lengthy process of runoff elections between the two top candidates is a method called instant runoff voting. In this voting scheme, voters not only vote for their first overall choice but consider each possible pair of candidates, and for each pair, vote for the candidate they prefer out of the two. San Francisco adopted this voting proced ure in 2002 for their municipal elections. If there were four candidates for mayor of San Francisco, then how many votes would each voter be asked to cast? (Don’t forget that the voter first votes for his or her overall first choice.)
