Inside the inner loop, compare the current element element with the max_value. - If the element is greater than the max_value, update max_value with the value of the element.
- Continue iterating through all elements of the matrix, comparing each one with max_value and updating max_value when a larger element is found.
- After iterating through all elements of the matrix, max_value will hold the maximum value in the entire matrix.
- Return max_value as the result.
