In an octahedral complex, the central atom is surrounded by six ligands. Depending upon the strength of the ligands, complexes can be classified into two types. They are strong field complex and weak field complex. Complexes formed by weak field ligands are called high-spin complexes whereas complexes formed by strong field ligands are called low spin complexes.  

Ions have the electron configuration d1, d2 and d3 forms high spin complexes, whereas d8 and d9 ions always form low spin complexes. 

Both low spin and high spin complexes are possible only for d4, d5, d6 and d7 ions.

Ions have electron d1, d2 and d3, d8 and d9 cannot form both high spin and low spin octahedral complexes.
