Unfortunately international community can't do anything because the use of energy in country or in a perticular area ia generally local based. The locality can do whatever they need. International community can't do anything here, but international community should do some research how to get alternatives of using coal, petroleum. Countries like India, Africa they all depends on fossil fuels. These countries are not using much renewable resources. They are fully depends upon the non renewable resources because they costs les.

But now peoples are understanding that the renewable energy although they cost much but they are comming with that much of money and saying no to fossil fuels. But apparently it's not very easy to do, the country should create some plants and other needs for the production of the renewable energy.

Alternatives are 

The liquid fluoride thorium reactor- it is a reactor which use the fluoride based liquid salt. This can work efficiently. This is a best alternative can be use as we are in a global crisis. This con work at our atmospheric pressure and on 0 barometric pressure. It's gives much electricity at a very cheap cost.

Also we have plants other institutions we should have some technologies for the waste heat use. This  heat produce from the plants can be used for the production of electricity.

Use of biomass, hydro power are necessary alternatives for the non renewable resources.
