Rate constant is the proportionality constant in the rate law.
Rate law is the mathematical expression which denotes the rate of a reaction in terms of molar concentrations of reactants with each term raised to some power which may or may not be same as the stoichiometric coefficient of the reacting species in a balanced chemical equation. Power of concentration terms can be determined by experiments. Sum of powers of all concentration terms in rate law equation is known as order of reaction.
