Hazard quotient is the ratio of exposure concentration of the substance to that of reference concentration of the substance.  

HQ=Exposure concentrationReference concentration 

Here, the exposure concentration is expressed in the units of μg/L while the concentration of reference is expressed in mg/kg.d.

So either of the units must be converted to other units to keep the units consistent.

The density of water is assumed to be 1 kg/L, Therefore, it can be considered 1 kg of water = 1 L

Conversion factor 1000 μg = 1 mg.
