Total number of sample (n) = 1002

Sample proportion (p) = 7011002 = 0.7

a) Here we know that, the sample proportion is the best possible estimate for the population proportion. 

So, the best point estimate for the population proportion = p = p = 7011002=0.7 

b) the margin of error that corresponds to a 90% confidence level (E)  = z * p(1-p)n

                                                                                                          = 1.645 * 0.7*0.31002

                                                                                                          =  1.645 * 0.014

                                                                                                          = 0.023
