All biomembranes are lipid bilayers made up of two amphiphilic monolayers of lipid molecules that are both hydrophilic ("water-loving") and hydrophobic ("water-fearing") in nature.
The hydrophobic moieties of the lipid molecules create a hydrophobic core within the lipid bilayer, while the hydrophilic head group moieties are exposed to water on both sides of the membrane.
