Is an acid as a pure compound not in solution still an acid?

 

HCl (s).   Is that an acid.  

if you use the Arrhenius model, then I suppose it is because you put it in water and it creates H plus. 

using the Bronsted Lowry model, I don't think it is because it can't be donating a proton because it's not in solution.
