Number 99 and the answer book I just don't understand. In my mind, be excited electron must be coming from 2s2 or 1s2 and landing in 2p. This the the core will have unpaired electrons.  Does this term about pairing of electrons only involve the valence shells?  

 

can just a valance shells get excited and rearrange from Oxygen's normal state of only having one orbital with two electrons and change into two orbitals with two electrons and one that is empty and they call that excited?
