In this ion one Nitrogen has 5 Valence shell Electrons, oxygen has 6 Valence shell Electrons and one extra Electron due to negative charge. Thus total Valence electrons are - 

=> 5+6×2+1 = 18 electrons 

 

Nitrogen is surrounded by two oxygen and one lone pair , thus steric Number is = 3 

 

Due to three groups, it's electron group Geometry  is = Trigonal 

And hybridization is = sp2 

 

But due to repulsion of lone pair Electrons, the actual Molecular geometry is = Bent 

 

It has bond angle = 115.4° 

 

And, it is a polar ion due to one lone pair and two bond pairs , more electronegative oxygen attached with Nitrogen, thus it is polar.
