The potential energy of a body in a gravitational field is the energy possessed by virtue of its position above the surface of the earth in a gravitational field.

The gravitational potential energy of a body is the work done on the body in bringing that body from infinity to a point in the gravitational field. Since the law of gravitational potential energy is inverse, the potential energy at infinity will be zero. 

Thus, the sign of the gravitational potential energy will be dictated by whether the work is done on the body or by the body.
