And the electron withdrawing groups or substituents will decrease the electron density in the ring.

Hence they will decrease the nucleophilicity of ring.

Hence the reaction will not be favoured to happen.

Hence the Electrophilic aromatic substitution reactions are favoured when the benzene ring has electron donating substituents present in it.
