in the said territory, otherwise than in the punishment of crimes
whereof the party shall have been duly convicted: Provided,
always, That any person escaping into the same, from whom
labor or service is lawfully claimed in any one of the original
States, such fugitive may be lawfully reclaimed and conveyed to
the person claiming his or her labor or service as aforesaid."
As governor William Henry Harrison sought to permit
slavery in Indiana Territory despite the above 6th Article of
the Northwest Ordinance banning slavery. The convention
mentioned in the letter from Thomas Jefferson, the other
primary source for this week, was called to have the article
rescinded. Congress refused. Then, Harrison arranged for
the territorial legislature to pass laws about "negroes and
mulattoes" as well as "servants."
