13C NMR is a laboratory technique which helps in predicting the structure of a molecule. It will have certain values for certain carbon atoms depending on it's chemical surroundings.
The carbon atoms which are doubly bonded or are part of aromatic rings or are part of the -C=O bonds will have signals greater than 100 ppm. Other carbon atoms will have signals less than 100 ppm (carbon atoms of alkyl groups, alkyl groups attached to Cl atoms, alkyl groups attached to O atoms, etc.).
