Unions are voluntary groups formed in an organization in order to provide support to the employees of that organization. Sometimes, the presence of unions plays a major role in voicing the requirements of the employee that otherwise will not be heard. Unions are often a result of a need than a want. Many countries have their own set of statutory laws regarding unionization and these need to be upheld. 

The setting up of the union itself to help its members requires identification of why the need for a union is felt. Once this need has been identified either a union can be approached to represent the employees in that organization or a new union can be formed keeping the statutory details in mind. Unions are created to help foster a relationship between employees and employers and even between employees themselves. Sometimes, due to lack of experience, interest, feedback or seriousness taken by the employer, the union can choose not to represent the employee (if they aren't from within the organization), however here is where forming a new union can be beneficial. 

An employee does not go to a union as his first resort. When dissatisfaction is observed, with respect to the condition of his job, for instance, pay, working hours, working conditions etc. as well as dissatisfaction with the authority, the dissonance that arises when the nature of the job was not the way it was described in the interview and so forth, the employee will first try to eliminate the dissatisfaction on his won. He might talk to his colleagues, try to change his own perspective, try to talk to his manager etc. and only when he feels like he has no other option, will he resort to approaching a union.
