For an aqueous solution of HF, assuming 0% ionization means it does not dissociate into ions . Therefore, the van't Hoff factor is 1 as only HF molecules are present in the solution. 

But for complete ionization, HF dissociates into H+ and F- ions. Therefore, the van't Hoff factor is 2 for complete ionization.
