Explain the normative and non-normative influences you believe are impacting Manual development at the time of adoption.
As part of the early intervention team, the counselor observes Manuel. These observations show that Manuel is a very quiet baby and rarely cries. He is barely sitting forward and unable to sit unless he is propped up into position. Manuel is unable to a pull to a sitting position, refuses to eat anything, taking only the bottle occasionally. He occasionally makes babbling sounds, but he has very little affect. He does not get upset, no matter who is holding him. Manuel appears to have no real attachment to any of his caregivers. Manuel will reach and grasp toys but drops them after a brief period of exploration. He does not crawl or make efforts to explore his environment outside of an arm's length.
