The membrane of a cell are consists of a lipid bilayer. The walls of vesicles are made up of a lipid bilayer, that is why they're capable of fusing with the semipermeable membrane. This fusion between vesicles and the semipermeable membrane facilitates the transport of each in and out of the cell.
