HBr attacks 1,3-butadiene to from a carbocation that is stabilized by two resonance forms. 

The more stable carbocation forms a 1,2-addition product where H and Br are added to 1st and 2nd carbon atoms. 

The less stable carbocation forms a 1,4-addition product where H and Br are added to the 1st and 4th carbon atoms.
