From September 5, 1774, to March 1, 1781, the Continental Congress served as the provisional government of the United States. The Articles of Confederation, drafted by the Second Continental Congress served as the first Constitution of the US.  The present US constitution was drafted in September 1787 under the leadership of James Madison. It became effective on March 4, 1789. The preamble to the constitution states that it aims to secure justice, promote domestic tranquility and provide for the common defense of the country.
