The ion given is XY3+ where X is the element with number of electrons 36 in neutral atom and Y forms an ion with -1 charge.

Since the atomic number of a neutral element = number of electrons = 36

Since the element with 36 atomic number is Krypton i.e Kr. Hence X is Kr.

Since Y is forming anion with -1 charge having electron configuration = 1s22s22p6 

Hence the number of electrons in neutral atom of Y = number of electrons in electron configuration of Y-1 + charge on anion

=> number of electrons in neutral atom of Y = (2 + 2 + 6 ) + (-1) = 9

Hence the atomic number of Y = 9

Since the atomic number 9 is of Fluorine atom i.e F. Hence Y is F.
