Phases of the Revolution
1st Phase
National Assembly (1789-1791)
Began when the Third Estate declared their
independence with the Oath of the Tennis Court. King
Louis XVI finally took notice with the attack on the
Bastille. The National Assembly issued the Declaration
of the Rights of Man and created the Constitution of
1791. Once finished with these reforms, the National

Legislative Assembly (1792-1794)
The radical phase began when the newly created
legislative government of France tried to gain more
power by reducing the abilities of the King. King Louis
XVI and his wife were executed and the Revolution
became violent. Two groups formed along political
lines; one side wanted to remain a constitutional
monarchy while the other wanted full democracy.
Robespierre took control and start his Reign of Terror.
Eventually Robespierre was executed, the constitution
and revoked many of the freedoms were revoked, and
a new government called the Directory began.

was a constitutional monarchy with Louis XVI as king.

commands both inside and outside of France. His

The Consulate (1799-1804)
Napoleon and his supporters overthrew the Directory
by force believing they could better run France. The
Consulate was supported by many because it restored
order to France. The Napoleonic Code was instituted
and its legal and financial reforms were instrumental in
creating an effective, efficient system of government.
Yet he ruled as a dictator (he made all decisions). In
1804, Napoleon crowned himself emperor. Though
France had grown in power and land, many people see
his crowning as the end of the Revolution. There would
be no elections for Napoleon or his actions.
