Later, an internal peer review attributed the $280 million mission loss to an error in the information passed between the two teams responsible for the Orbiter’s operations, the spacecraft team in Colorado and the mission navigation team in California. In communicating back and forth, one team had used imperial units (feet, pounds), the other had used metric units (meters, grams).
