According to Henshel (1980), Evaluation research is a complex process that involves assessing the effectiveness of social interventions or programs. However, the evaluation research process can be complicated due to logistical, ethical, and political issues. According to Henshel (1980), Logistical problems can arise when trying to collect data from diverse sources. For instance, data from different stakeholders, such as program participants, program administrators, and external funding sources, may be required. Obtaining access to these data can be challenging, and obtaining them in a timely manner can be even more difficult. In addition, the quality of the data collected can also be an issue. For example, if the data collected is incomplete or inaccurate, it can negatively impact the validity of the evaluation research study. Henshel (1980), states that ethical issues can arise when evaluating programs that involve human subjects. For example, participants may be vulnerable populations, and their participation must be voluntary, their privacy rights must be protected, and they must be made aware of the potential risks involved in participating. Ensuring these ethical considerations can be particularly challenging when evaluating programs that involve minors or individuals with disabilities. The evaluation research process must be designed to address ethical considerations throughout the study. Henshel (1980), states that political issues can arise when evaluating programs that are politically sensitive or controversial. For example, if an evaluation research study is conducted on a program that is associated with a particular political party, it may be difficult to obtain unbiased data, and the results of the study may be politically charged. In such cases, the results of the evaluation research may be used to justify or criticize a particular political agenda. It is

important that the evaluation research process is transparent and unbiased to avoid any political bias or influence on the study. In conclusion, evaluation research can be challenging due to logistical, ethical, and political issues. However, these challenges can be addressed through careful planning, transparency, and ethical considerations to ensure that evaluation research is conducted fairly and accurately. It is important to address these issues to ensure that the results of the evaluation research study are valid, reliable, and useful for improving social interventions and programs.
