FITNESS TO PARENT 2 March 10, 2024 Honorable Joseph Brown, Judge 324 Main Street Peoria, IL 61603 RE: Mother: Jillian Hunt 01/15/1989 Child: Ciri Hunt 02/15/2012 Case Number: 2023-JA-000123 Fitness to Parent Dear Honorable Judge Brown: Jillian Hunt is a 35-year-old Caucasian female ordered by the Court for a fitness to parent evaluation. During the evaluation of Ms. Hunt, the question that will be answered is if Ms. Hunt’s parental capacity is in the best interest of the child. Ms. Hunt will undergo evaluations to determine mental health, stability of family life, and social supports while establishing parental skills and deficits (Cyr et al., 2020). Ms. Hunt’s parenting behaviors will be examined as well as the child’s functioning in relationship to the parenting skills and deficits of Ms. Hunt (Cyr et al., 2020). Katie Glover, M.S., initially interviewed Ms. Hunt on April 14, 2023, which lasted for approximately 1:30 hours. Katie Glover, M.S. administered the Minnesota Multiphasic Personality Inventory (MMPI-3) on May 15, 2023. The MMPI-3 of Ms. Hunt was conducted in 45 minutes. The Psychopathy Checklist Revised (PLS-R) was conducted on May 20, 2023, and took 120 minutes to interview Ms. Hunt with another 60 minutes to review collateral information. Prior to the commencing of the evaluations, psychological testing, and interviews, Ms. Hunt was instructed of the nature and purpose of the fitness to parent evaluation. Ms. Hunt was informed the subsequent report is not confidential, and the information attained can be included in the Court report. Ms. Hunt has acknowledged the information gathered is not related to treatment, but rather for the current Juvenile Court proceedings. Ms. Hunt was provided information regarding informed consent both orally and in written format. Ms. Hunt acknowledges understanding of the information provided, including the limits of confidentiality and her rights concerning the evaluation (Capella University, 2016). REFERRAL: Ms. Hunt was ordered by the Court to undergo a parental capacity evaluation due to indicated findings of abuse and subsequent removal of child, Ciri Hunt, from parent Jillian Hunt by the Illinois Department of Children and Family Services. The Hunt family consists of Ms. Jillian Hunt and Ciri Hunt. The biological father of Ciri Hunt, Gage Hunt, passed away May 14, 2022. Ms. Hunt has a history of mental health diagnoses of substance use disorder and bipolar I. Ciri Hunt was placed into traditional foster care February 1, 2023, when Ciri was found to have broken ribs and broken arm due to an altercation with her mother, Ms. Hunt. Ms. Hunt reports to IL DCFS Child Protection Specialist, Jennifer Kelly, that Ciri would not do her homework when requested by Ms. Hunt. Ms. Hunt reports to have “lost it” on Ciri and began to discipline Ciri with a belt and wooden paddle. Ms. Hunt has been supervised under court order with visits since the incident occurred January 31, 2023. During the visits, Ms. Hunt has been ordered to leave as she was under the influence of Methamphetamines. Ms. Hunt self-reported the use of methamphetamines as well as failing random drug screenings for amphetamines and methamphetamines. Ms. Hunt has failed to cooperate with Case Worker from Children’s Home Association of Illinois as well as Court ordered services. EVALUATION OF MS JILLIAN HUNT: HISTORY : Ms. Hunt was born January 15, 1989, in Peoria IL. Ms. Hunt states her father is a construction worker and her mother works as clerical at a dentist office. Ms. Hunt reports her parents are still married and living in Peoria, IL. Ms. Hunt reports that she is the eldest of three children having two younger sisters. Ms. Hunt reports having a good relationship. Ms. Hunt reports that she attended Peoria High School and received average grades. Ms Hunt reports that

FITNESS TO PARENT 4 she had a good friend group and lost contact with them when she began to date Mr. Gage Hunt. Ms. Hunt reports that she has not attended any college classes and does not intend to do so. Ms. Hunt married Gage Hunt in January 2011 and gave birth to their only child, Ciri Hunt, on February 15, 2012. Ms. Hunt reports to have a good marriage with Gage Hunt until he passed away from a drug overdose May 14, 2022. Ms. Hunt reports that Mr. Hunt overdosed on fentanyl that he obtained illegally. Ms. Hunt reports that she did not use illegal substances until she met Mr. Hunt. Ms. Hunt reports that she and Mr. Hunt were both using Methamphetamines and that she used Methamphetamines while she was pregnant with Ciri Hunt. Ms. Hunt has an extensive criminal history which includes arrests for possession of a controlled substance, possession of a controlled substance with intent to deliver, prostitution, theft, and domestic battery. Ms. Hunt has served time in the Illinois Department of Corrections in 2014 with a 12-month sentence for aggravated battery and possession of a controlled substance with intent to deliver. Ms. Hunt has been arrested since her release. Ms. Hunt has been in rehabilitation centers two times that were court ordered which Ms. Hunt failed to complete services. Ms. Hunt voluntarily surrendered her parenting rights of Ciri Hunt to her mother, Allison Burwell, when she was sentenced to Illinois Department of Corrections. Ciri Hunt continued to live with grandmother, Allison Burwell, until January 2022. Ciri Hunt went to live with her biological parents January 1, 2022. Peoria Police Department and IL-DCFS started to become involved with the family January 15, 2022, when Officers were called to the residence on a domestic alteration. IL-DCFS found that Ms. Jillian Hunt and Mr. Gage Hunt put Ciri Hunt at risk of being abused and a court ordered intact service were provided by Children’s Home Association of Illinois. During the intact services, Mr. Hunt passed away from a drug overdose. Ms. Hunt reports that she and Ciri Hunt were not at home at the time of the overdose. Ms. Hunt continued to engage with court order services after the passing of Mr. Hunt. After the passing of Mr. Hunt, Ms. Hunt withdrawn from services. During January 2022 until February 2023, there were nine Peoria Police Department reports/arrests, three Peoria County Sheriff Department reports/arrests, and two Marshall County Sheriff’s Department reports/arrests. Of the 14 arrests, all were for possession of a controlled substance (methamphetamine), 9 for assault, 2 for prostitution, and 1 for battery. Ciri was not reported by police or sheriff’s deputies to be with Ms. Hunt at the time of arrest and Ms. Hunt failed to mention Ciri to offiers/deputies. It is noted in CW Elaine Spear case notes, that Ciri expressed concern for her mother’s wellbeing as Ciri was left home alone for hours. Ciri reports to CW Spear that she called her grandmother, Allison Burwell, to take care of her. CW Spear reports that Ciri was mostly with her grandmother and petitioned to the Court to have Ciri removed from her mother, Ms. Hunt, care. Before the petition could be brought before a Judge, Ms. Hunt was reported to be high on methamphetamines and began to batter Ciri with a belt and wooden paddle. Ciri called for Peoria Police who observed Ciri to be battered with cuts, welts, bruises, abrasions, and disfigurements. Ciri was transported to located hospital, OSF Children’s Hospital Emergency Department, where she was treated for a broken arm and broken ribs. Ciri was taken into protective custody by CPS Jennifer Kelly where she was placed into traditional foster care. Placement with family members was attempted, however, was unsuccessful.
FITNESS TO PARENT 5 MENTAL STATUS: Mental status examination during clinical interview of Ms. Hunt; Ms. Hunt was mildly unkempt, had poor hygiene, avoided eye contact, with rapid speech and hyperactive motor activity. Ms. Hunt was hostile and demanding with negative and irritable behavior. Ms. Hunt appeared to be anxious and irritable with inappropriate affect. Ms. Hunts thought process was incoherent while her thought content was grandiose with no noted perceptions. Ms. Hunt was unaware of time with guarded judgement and insight. Ms. Hunt’s attention appeared to be impaired as she acknowledged her use of methamphetamines. The Folstein Mini-Mental State Exam was conducted on Ms. Hunt. Ms. Hunt scored a 9 out of 10 on the Orientation; Ms. Hunt did not know what floor we were on inside the clinic. Ms. Hunt scored a 3 on the Immediate Recall being able to recite the words back to clinician. Ms. Hunt scored a 1 on the Counting Backwards Test as she was not able to count backwards by 7’s after reaching 93. Ms. Hunt scored a 2 on the Spelling Backwards Test as she was not able to spell backwards after “L.” Ms. Hunt total score for Attention and Calculation is 3. Ms. Hunt was asked to recall three words again and she was only able to recall one word which gave her a score of 1. Ms. Hunt scored 7 total points under Language. Ms. Hunt’s total score for Folstein Mini-Mental State Exam is 23 which is indicative of Borderline/Normal State. MMPI-3: Caregiving improvements should be considered in relation to other family risk and protective factors and not solely based on the parent’s improvements in the parent-child interactions (Cyr et al., 2020). The MMPI-3 provides a contemporary assessment for mental health, medical, forensic, and public safety setting (Ben-Porath et al., 2021). Availability of empirically grounded validity scales can be used to gauge evaluates’ possible over-reporting, including malingering, or under-reporting, and the ability to broadly assess for evidence of psychological dysfunction relevant to psycho-legal referral questions resulted in the MMPI being used in a broad array of court-ordered evaluations (Ben-Porath et al., 2021). The MMPI-3 will evaluate how a parent’s psychological functioning impact their ability to provide a psychologically stable environment for their children (Ben-Porath et al., 2021). The MMPI-3 was administered to Ms. Hunt on May 15, 2023 which lasted 45 minutes. The MMPI-3 of Ms. Hunt is indicative of personality and psychopathology correlated to Bipolar I disorder. PCL-R: PCL-R (Psychopathology Checklist-Revised) is used for indicating a categorical diagnosis of psychopathology for individuals 18 and older. The PCL-R is being used to address a variety of legal questions while providing a comprehensive examination and review risk-need- responsivity (DeMatteo &Oliver, 2022). The PCL-R of Ms. Hunt took a total of 180 minutes to conduct on May 20, 2023. The findings of the PCL-R of Ms. Hunt are indicative of callousness and superficial charm, an irresponsible lifestyle, as well as poor behavioral controls. Ms. Hunt was previously diagnosed with Bipolar I by Dr. Abraham Frenkle in Peoria, IL in 2010. Dr. Frenkle indicates that Ms. Hunt was prescribed medication to be taken to control the manic features that presented upon diagnosis. Dr. Frenkle reports that Ms. Hunt is not compliant with her medication and has not been compliant since 2014. Dr. Frenkle reports that Ms. Hunt was refereed to counseling, and she has never been. Dr. Frenkle states that Ms. Hunt was involuntarily admitted to Carle Methodist of Bipolar I with psychotic features in January 2014. Dr. Frenkle states that Ms. Hunt has a no-show rate of 80% and has not picked up her medication
FITNESS TO PARENT 6 that is prescribed to control the Bipolar I since January 2020. Dr. Frenkle states that he has seen Ms. Hunt four times since January 2020. Dr. Frenkle reports that Ms. Hunt self-reports to him the use of methamphetamines. Dr. Frenkle reports that he has made a hotline call to the Department of Children and Family Services as Ms. Hunt is non-compliant with medication and counseling to help control her mental health and substance use. Dr. Frenkle states the last time he made a report to IL-DCFS (February 2020), Ms. Hunt and Ms. Burwell lied to the investigator stating that Ciri Hunt lives with Ms. Burwell (maternal grandmother). Ms. Hunt and Ms. Burwell have failed to be honest during the Court ordered evaluation and provided this clinician with false information. During the assessment of the collateral information, this clinician was able to determine that Ms. Hunt and Ms. Burwell were not honest and forthcoming with valuable information. SUMMARY: Ms. Hunt continues to use methamphetamines to self-mediate from her previous Bipolar I diagnosis. Ms. Hunt does not take her prescribe mediation from psychiatrist Dr. Frenkle nor does she participate in counseling. Ms. Hunt is not actively participating in court ordered parenting classes, domestic violence classes, substance use counseling, and other life skill classes as provided by Case Worker Elaine Spear / Children’s Home Association of Illinois. Ms. Hunt is not making progress toward her goal of Ciri returning home to her care. Ms. Hunt’s insight and judgement has not improved. INTERVIEW QUESTIONS: 1. Name and date of birth of child. 2. Where is child currently residing. 3. Who is the primary caretaker of the child. 4. What is the relationship like between you and child. 5. How do you financially support the child. 6. What offenses occurred when the child was in your care? Police involvement, arrests, domestic altercations. 7. What risks were the child place at because of the circumstances of the offenses that occurred. 8. Previous DCFS involvement. 9. Are you currently taking medication. If yes, what medication. 10. Do you have any diagnoses? If yes, what? 11. Do you have a court ordered service plan? If yes, are you cooperating? Do you understand what your services are for? 12. What impact has your actions had on the child? 13. How did your actions affect the child? 14. What actions caused the child to be taken into protective custody? EVALUATION OF CHILD CIRI HUNT: INTERVIEW : Ciri Hunt, 12, was interview by this clinician on February 16, 2024. Ciri expressed numerous concerns regarding her mother, Jillian Hunt, and the abuse/neglect that was experienced during this time. Ciri reports that she was left home alone on numerous occasions, even when her father was alive. Ciri reports that she found both her parents passed out from drug

FITNESS TO PARENT 7 overdoses where she called her grandmother, Allison Burwell. Ciri reports that she is aware of her mother’s incarceration, lying, and manipulative behaviors which lead to Ciri being in traditional foster care. Ciri recalls why she was brought into foster care stating that her mother hit her with a belt and wooden paddle. Ciri states that she had two broken ribs and a broke arm from when her mom was high on drugs and beat her. Ciri reports that she no longer feels safe in the care of her mother. Ciri describes feeling safe as being protected and loved. Ciri reports that she feels safe with foster parents and would like to continue to live with her foster parents. Ciri reports that she has not seen her mother during supervised visits. Ciri expresses that she likes attending school on a regular basis as well as being involved in extracurricular activities. Ciri has an educational plan which consists of attending college after high school. Ciri is goal orientated and well-adjusted while living in an environment that is free os abuse/neglect. ACADEMIC ACHIEVEMENTS: Ciri Hunt is in the 6 th grade at Von Steuben Middle School, Peoria IL. Ciri’s attendance has significantly increased since being in traditional foster care as well as a drastic improvement on her grades. Ciri is on the high honor roll and will be enrolled in enriched classes starting in 7 th grade. Ciri’s principal, school social worker, and teachers report that she is well behaved in class and at school, participates in class as well as after school activities. Ciri is involved in girls basketball and girls track where her coaches attest that Ciri is well behaved and is a leader. Ciri has above average intelligence, with equally developed verbal and non-verbal, visual-motor abilities. SUMMARY & RECOMMENDATION: Trauma Symptom Checklist for Children (PAR) of Ciri Hunt: The TSCC measures the severity of posttraumatic stress and the related psychological symptoms in children ages 8-16 years old who have experienced traumatic events. The TSCC would be used for this evaluation due to the trauma that Ciri Hunt was exposed to due to abuse and being removed from her mother by Child Protection Services. Childhood trauma in children can be experienced directly or indirectly through an exposure to events which can have health consequences (Makhubela, 2019). The TSCC was administered to Ciri Hunt on October 2, 2023, which took approximately 30 minutes to administer and score. Ciri indicates anger, anxiety, and depression as she has experienced loss, traumatic stress, anxiety and neglect/abuse. Ciri shows signs of psychological disorders, however, has been managing well since attending counseling. Ciri reports a conducive relationship with her counselor and reports that she likes to speak with her counselor on a biweekly basis. Ciri should remain in counseling to help manage with the traumatic events that lead to the foster care placement Ciri appears to have substantial concerns about the instability of her mother, Jillian Hunt. Ciri appears to be thriving in traditional foster care with foster parents.. The long-term treatment and care of Ciri relies upon the stability of the foster placement as Ciri has bonded with the foster parents. Ciri has grown to develop a bond of trust living in an abuse and neglect free environment. EVALUATION OF FOSTER HOME OF ROBERT & CAROL BAER: Traditional foster parents, Robert & Carol Baer report that in the beginning, Ciri was a difficult child as there was no structure in Ciri’s life. Foster parents report there was a transitional phase lasting approximately 3 months before Ciri opened up to them and began to adjust. Foster parents report that since Ciri has reported to them that she feels safe, Ciri has been attending
FITNESS TO PARENT 8 school and receiving good marks. Foster parents report that Ciri is on the High Honor Role, plays basketball, and runs track. Foster parents report that Ciri’s teacher speak well of her during conferences and that she is a model student. Foster parents report that Ciri was hesitant about receiving counseling, however, has grown with her relationship with the counselor. Foster parents report that the counselor states significant progress is being made while living in a home that is abuse/neglect free. Foster parents state that is the only service Ciri is currently receiving. Foster parents report that after supervised visition with mother, that Ciri cries and begs not to go to another visit. Foster parents report they have told the Case Worker. RELATIONSHIP BETWEEN MOTHER (MS. HUNT) AND CHILD (CIRI HUNT): This clinician was to view a visit between Ms. Hunt and Ciri Hunt, however, was not able to as Ms. Hunt did not show for her supervised visit. Case Worker, Elaine Spear, notes that when Ms. Hunt does come to scheduled supervised visits that the visits are often cut short due to inappropriate behaviors of Ms. Hunt. Ms. Hunt reportedly came to a visit high from methamphetamines that was confirmed through an oral tox screening and urine analysis. Due to Ms. Hunt being unable to follow the rules of the supervised visitations, the Court order the visits to stop until Ms. Hunt was able to live a sober lifestyle. Ms. Hunt does not appear to attempt to live a sober lifestyle. Ms. Hunt self-reports continued drug use as well as not being compliant with medication for diagnosed Bipolar I. During the interview, Ms. Hunt was evasive with questions and appeared to lack problem solving skills. Ms. Hunt does not make an effort to attend parenting classes, life skill classes, counseling, or other court ordered services. Ms. Hunt did not appear to be concerned about the health and welfare of Ciri Hunt. Therefore, the relationship between mother and child, at this time does not appear to be intact. PROVISIONAL DIAGNOSIS (DSM-5-TR): 1. Bipolar I Manic Episode (F31.13) a. Ms. Hunt’s mood is abnormally and persistently elevated making her irritable with noted increased energy levels. b. Ms. Hunt has noted inflated self-esteem with grandiosity perception. c. Ms. Hunt self-reports the decreased need for sleep. d. Ms. Hunt self-reports the experience of racing thoughts. e. Ms. Hunt was noted to be easily distracted. f. Ms. Hunt has excessive involvement with activities that have a high potential for painful consequences (drug use, sexual indiscretions). g. Ms. Hunt’s mood disturbances have sufficiently caused marked impairment in social functioning. h. Ms. Hunt’s Bipolar I episode is not attributed to the physiological effect of self- reported and documented use of methamphetamines. i. Ms. Hunt’s Bipolar I is rated as Severe due to the continual supervision that is required in order to prevent physical harm to self or others. 2. Substance Use Disorder Stimulant Use Disorder Severe (F15.20)
FITNESS TO PARENT 9 a. Ms. Hunt displays a pattern of amphetamine-type substances leading to clinically significant impairment occurring within the last 12 months. b. Ms. Hunt self-reports the use of methamphetamines. c. Ms. Hunt reports that the use of methamphetamines has been increasing over the last three years. d. Ms. Hunt reports that she has unsuccessful attempts to cut back and/or stop the use of methamphetamines. e. Ms. Hunt’s recurrent use of methamphetamines has resulted in a failure to fulfill her role with maintaining a job and failure to provide to Ciri at home. f. Ms. Hunt continues to use methamphetamines despite having recurrent problems socially and at home. g. Ms. Hunt has failed to maintain a job and stable home environment because of the methamphetamines use. h. Ms. Hunt continues to use methamphetamines in situations that are physically hazardous. i. Ms. Hunt continues to use methamphetamines despite having knowledge that the continued use causes recurrent physical problems. CONCLUSION and OPINION: Ms. Hunt has not cooperated with Court ordered services for the last 12 months. Ms. Hunt fails to cooperative which is a concern for the question of Ms. Hunt’s ability to parent. Ms. Hunt continues to use illegal substances (methamphetamines) that is confirmed through self-reports as well as failed urine drug screenings. Ms. Hunt fails to comply with her prescribed medication for Bipolar I disorder which is concerning as Ms. Hunt is unable to control her moods and outbursts. Due to Ms. Hunts inability to comply with the Court ordered services over the last 12 months, it seems appropriate for Ms. Hunt to have her parental rights terminated regarding daughter, Ciri Hunt. The risk level of neglect or abuse occurring to Ciri related to Ms. Hunt’s substance use disorder as well as unmediated mental health diagnosis is great.
