Immigration in the United States

I.
Overview
Immigration has been an issue of United States political debate for decades, with Congress
unable to reach an agreement on government policy for dealing with illegal or unauthorized
persons. Border security and pressure on public services are some issues related to immigration.
Regardless of legal status or background, immigration policies should be implemented to protect
the rights of all persons who migrate from their home countries to escape injustice. Immigration
is a social justice issue involving questions regarding fairness, equity, and human rights.
II.
Policy Development and Enforcement
Article I, Section Eight, of the United States Constitution directly empowers Congress to
“establish a uniform Rule of Naturalization”. The Fourteenth Amendment grants birthright
citizenship declaring “All persons born or naturalized in the United States . . . are citizens of the
United States and of the State wherein they reside” (Shafritz et. al, 2016). The body of law
governing United States immigration policy is based on the Immigration and Nationality Act.
United States law includes the following principles: reunification of families, admitting
immigrants with skills valuable to the economy, protecting refugees, and promoting diversity
(AIC.org, 2021). Some variables that influence public attitude toward immigration policy in the
United States include population characteristics such as age, gender, income, education, marital
status, and religion. Political variables tend to suggest that blue states are pro-immigration while
red states stand for anti-immigration. Social variables tend to associate immigrants with crime or
competition in the work force. This variable can also lead to strong family and friendship bonds,
socio-economic opportunities, and revival of dying communities (Dzordzormenyoh & Boateng,
2022). Economic variables impact public policy by increasing the size of the labor force which
increases potential economic output. Culturally, immigrants introduce new customs, cuisines, art,
and other ideas.

Public administrators such as border-patrol agents are expected to have loyalty to the
United States Constitution, laws, and principles over personal gain. Ethical expectation of
border-patrol agents is to ensure each employee respects and adheres to principles of ethical
conduct declared in the Standards of Ethical Conduct for Employees of the Executive Brach
(CPB.gov, 2021). One of the core values of these border-patrol employees is to maintain the
highest standards of integrity and professionalism to keep the public trust in accomplishing law
enforcement and homeland security. Daily actions of border-patrol agents must reflect integrity,
honesty, selflessness, and dignity toward whom they interact. Consistent communication and
providing meaningful information such as mission successes or providing transparency in
misconduct strengthens the agency’s reputation. Border-patrol agents all must realize their
actions whether positive or negative have associated consequences. Records are made to
document agent decisions and actions to build trust and demonstrate their integrity. Making
records open for public review reinforces the agency’s transparency and willingness to be held
accountable (CPB.gov, 2022). Public opinion expects public administration at the United States
border to hold itself in high standards and ensure accurate information is being reported.
III.
Situational Response
As a border-patrol agent, my opinion on immigration is to maintain basic humanity and
treat people how I wish to be treated in a crisis. Being a good human being costs nothing and I
wish to provide humane solutions to all families, unaccompanied children, and adults in need
during a crisis. I believe it is the right thing to do for border-patrol agents and public-agency
employees to give up certain First Amendment rights to properly serve people in need. I believe
it would be better for agents to have a search warrant that specifies what can be searched and
what things or people can be taken away rather than an agent committing a search without

own perspective. I believe we should discipline ourselves to see things from another angle or
point of view rather than exceed our authority. Where we stand depends on where we sit, but
truly making a difference in the world is talking less and listening more with who we sit.
Organizational-culture theory will influence my actions helping me to share the same
beliefs and values to enhance trust and have more efficient decision-making. I will develop more
leadership skills, better communication styles, and express the appropriate emotions during
certain situations. I will also find motivation to always give my best in public service and help
give others a sense of belonging. One way I would like to advocate to change the law is at
border crossings requiring a warrant to search persons and their vehicles. It is understandable for
agents to have reasonable suspicion to conduct a search, but I consider it an invasion of privacy
and possibly denying a person’s First Amendment right. It is important to find balance in these
challenges with immigration as we work to take care of people humanely while securing the
border.
