Between the two world wars, America adopted this approach, and they attempted to resolve their conflict with Japan amicably. The United States did not want to be engaged in different European problems, but when Japanese aircraft launched a surprise attack on the American port at Perl Harbour, America was forced to participate in WWII. The assault on Pearl Harbor occurred on December 7, 1941, following which the United States formally entered WWII by declaring war on Japan. The United States practiced neutrality throughout the 1920s and 1930s because they did not want to be involved in other foreign wars (such as World War I). They hoped to return to "normalcy". During this time, the concept of neutrality began to shift, owing to the fact that we were no longer truly neutral or isolated. Many things were changing in the United States, including women's voting rights and African Americans being treated equally. During this period, the Nye Committee was formed to investigate allegations that armaments manufacturers drove the United States into WWI for profit. They looked into these allegations and found
none of them to be genuine. The First Neutrality Act, passed in 1935 and 1936, prohibited Americans from providing money to warring nations. The Second Neutrality Act, passed in 1937, prohibited US ships from transporting passengers or commodities to belligerent nations. It also established cash in carry, which allowed warring nations to acquire commodities but only if they paid in cash and carried them on their ships. So, throughout the Second Neutrality Act, the United States did not truly remain neutral. They were enabling themselves to become embroiled with the warring nations. In your opinion, what was the point at which U.S. actions were no longer neutral? Explain your reasoning with supporting details from the lesson. Be specific and detailed and write in complete sentences. During the passage of the Second Neutrality Act, I believe that the United States' activities became no longer neutral. That was when we allowed US manufacturers to sell commodities or weaponry to warring nations as long as they paid in cash and transported them on their own ships. Prior to the Second Neutrality Act, we wanted nothing to do with the warring nations. As you can see, for two years, the country was not actually exercising neutrality. Criticize or defend each of the U.S. actions surrounding World War II that are listed below. Justify your opinion with supporting details from the lesson. 1st Neutrality Act Cash and Carry U.S aid to China Lend-Lease Act Be specific and detailed and write in complete sentences. 1st Neutrality Act The first Neutrality Act prohibited Americans from providing money or supplying weapons to belligerent nations. I believe we were demonstrating what we were teaching at this point: neutrality. By not providing warring nations with weaponry or products, we were keeping out of their business and playing it safe. Many of these belligerent nations were still in debt from the last World War, so sending them money or supplies just increased their debt. Cash and Carry The 2nd Neutrality Act included provisions for cash and carry. It said that warring states might purchase weaponry and other military supplies with cash and transport them on their own ships. U.S. Aid to China At the time, the United States was involved in the conflict by assisting one side rather than primarily the other. Japan invaded China, therefore we tried to fight Japan. Roosevelt favored imposing economic
penalties on Japan and prohibiting the trade of scrap metal and other war materials. Lend-Lease Act The Lend Lease Act is a mechanism that allows the United States to send help to any country it deems essential in exchange for credit or in kind payments or because of the significance of US national interest. I feel that the Lend-Lease Act enabled the United States to fully participate in WWII. Roosevelt ran for an unprecedented term, promising to keep the United States out of any of the ongoing international conflicts, but he saw an open door and stepped through it.
