Learning Activity 9.1
What did Heather Brook do?
Heather went to court in order to obtain the expense receipts from members of parliament. After 5 years she won, which led to some members resigning.
What does she mean by the ‘democratization of information’ and ‘information enlightenment’?
She believes that citizens have a right to know what’s happening within their country and their government. Whether it be decision made in parliement for the country or how tax payer money is spent.
Why does she argue we must have skepticism and humility?
She argues that people need to have skepticism because of the fact that power is “seductive”. Skepticism is important because it challenges people in power so their power doesn’t go unchecked. She
also says that people in power should have humility, it is important for people to realize that they could be in the wrong.
How would an Official Disclosure Act impact government corruption?
An Officialc Disclosure Act would punish officials acting in their own self interest instead of the people. Corruption is almost always tied into self interest when it comes to the government, so I think an Official
Disclosure act would be great. It would force officials to disclose information the public is owed.
What was the Pacific Scandal?
This scandal involved Sir John A Macdonald and the Canadian Pacific Railway. Macdonald and other members of his conservative party were accused of accepting elections funds from Sir Hugh Allan in exchange of giving them the contract in order to build the railway.
What was the Sponsorship Scandal?
The Sponsorship scandal was a case of corruption in which the liberal party introduced a program called The Sponsorship Program in order to increase federalism in Quebec. It was later found out that they had
been mis using public funds intended for government advertising.
How are both scandals examples of fraud committed in the name of national unity?
They are both examples of fraud because in both cases the politicians acted in their own self interest while claiming to be doing something beneficial for the people and party they are representing.
How do these examples demonstrate the vulnerability of political institution to corruption?
I think it shows us that we have to stop putting politicians on a pedestal, at the end of the day politicians
are just as human us and they are just as likely to susceptible to greed and corruption as us. Its naïve to just trust someone to not act in their self interest. And I think these examples prove that politicians
know there’s corruption in the government, its just a matter of if they are going to implant rules that leaves officials’ powers unchecked.
How do you think Macdonald and Chretien might justify their actions in private to a friend?
They would just say whatever typical politicians say and justify that they were acting in the best interest of the country. And that might be true in their regard, but they still accepted money or misused it, so its false to say you are doing something for others when you are gaining something out of it.
Learning Activity 9.2
What is the purpose of the Federal Accountability Act according to Coyne?
Coyne explains that Federal Accountability Act is designed to ban government officials from using their time in office or experience prior to leaving office, to benefit themselves. This would ban officials from getting job prior to leaving office for 5 years.
What loopholes in the FAA does Coyne identify?
Coyne explains that officials could post-employed officials could work for organizations as a consultant or manager of sort without breaking the rules.
How does the slightly cheeky position of Coyne highlight the historical problem of parliament trying to draft ethics legislation for government?
I think this really demonstrate that stopping corruption in the government will be hard. Being a politicians has become a job for power and money in this day and age. We need to get more honest and good hearted politicians in office and I think the first step to that would be reforming the position of these politicians, make it a duty and not a job that you can gain from. However this would sway more people into choosing other professions.

The crown would acquire land from the signatories of treaty 6
What does the Crown promise to the signatories of treaty 6?
In exchange for the land, the crown agreed give the signatories one square mild of land for each family, one time payments of 12$, yearly payments for the following years, medicine, and hunting rights
What sections of the treaty did the crown fail to provide?
The crown did not provide agricultural tools or knowledge of agriculture to the indigenous people. And even though they were promised right to hunt the bison’s almost became extinct because of white settlers.
Review what the Crown promises the signatories of Treaty 6, and consider both the explicit and implicit meaning of the promises. For example: the explicit promise of “schools for instruction” can be interpreted as a right to education. What other rights can be interpreted in the promises?
