Herd immunity is present in a community when such a high percentage of its members have been immunized from a particular disease that the disease cannot gain a foothold in the community.
2. Supporting evidence and ideas a) Supporting detail: Thus, achieving and maintaining herd immunity protects not only those who have been vaccinated, but also those with compromised or weak immune systems, such as the elderly, babies, and those afflicted with HIV
3. Concluding sentence: The preventable 1989-91 measles outbreak in the United States, for example, created $100 million in direct medical costs alone.
B. Body Paragraph 2: herd immunity does not just reduce levels of human suffering. Since achieving herd immunity is an inherently preventive measure, mandating school vaccinations as a method of perpetuating herd immunity is far less costly for governments, health care providers, and the economy than treating victims of a disease after it has appeared in a community.

Vaccination is widely considered one of mankind’s utmost medical achievements. Diseases that were not long ago commonplace in society are now increasingly rare due vaccines. Despite this, the United States continues to allow vaccination exemptions for children based on religious or philosophical beliefs.
Today, most states allow religious exemptions and a smaller, but still substantial, number allows the more troubling philosophical exemptions. The exemptions compromise vaccination programs and leave the population susceptible to outbreaks. Thus, to stop the growing percentage of Americans claiming exemptions, the federal and state governments, could consider using measures currently used in Australia and France that would further dissuade people from seeking such exemptions.

Vaccination is widely considered one of mankind’s utmost medical achievements. Diseases that were not long ago commonplace in society are now increasingly rare due vaccines. Therefore, we as a species have made such great progress. Despite this, the United States continues to allow vaccination exemptions for children based on religious or philosophical beliefs. All 50 states have legislation requiring specified vaccines for students. Although exemptions vary from state to state, all school immunization laws grant exemptions to children for medical reasons. There are 45 states and Washington D.C. that grant religious exemptions for people who have religious objections to immunizations. Currently, 15 states allow philosophical exemptions for children whose parents object to
immunizations because of personal, moral, or other beliefs. Many states align their vaccine requirements with recommendations from the Centers for Disease Control and Prevention.
Today, most states allow religious exemptions and a smaller, but still substantial, number allows the more troubling philosophical exemptions. The exemptions compromise vaccination programs and leave the population susceptible to outbreaks. The story of modern vaccination begins with Edward Jenner’s development of the vaccine for smallpox, one of the most feared diseases in recent history. At first, vaccination was optional and not everyone chose to vaccinate. In time, states would allow municipalities
to mandate vaccination in time of outbreak to protect the public from epidemics. A further step was taken when states-imposed smallpox vaccination as a prerequisite for attending public schools. These requirements were amended in time as new vaccines were developed. Thus, to stop the growing percentage of Americans claiming exemptions, the federal and state governments, could consider using measures currently used in Australia and France that would further dissuade people from seeking such exemptions. For some parents, however, vaccination is no routine matter. From the time of Jenner’s smallpox vaccine, vaccination has had its critics. In the two centuries since that time, many diverse types of objections have been raised. Some have questioned the scientific qualifications of mass immunization. Others have focused on the personal liberty interests at stake and have objected to the paternalistic nature of government imposition of what is viewed as a personal medical choice. Still others have opposed vaccination for personal or religious reasons.
