The Centers for Disease Control and Prevention estimate that 5.1% of parents of children between the ages of 4 and 17 have determined that their child has a behavioral or emotional problem. In addition, medicine has been provided for similar issues in about 2.9 million youngsters. Under several general headings, such as emotional disturbance, behavioral disorders,
or mental disease, these emotional or behavioral challenges may include a range of mental disorders. The severity of mental health issues and their symptoms can vary greatly, sometimes requiring hospitalization to treat the most severe cases. A kid may exhibit broad symptoms of mental illness, such as altered school performance, drug usage, difficulty coping, altered sleep patterns, defiance of authority, frequent outbursts of anger, and hyperactivity. Additionally, statistics show that children's mental diseases frequently go undiagnosed for much too long; roughly one-third of all pediatric mental illnesses go unnoticed.

In Texas, special education services are not provided to students. A rating system was established in 2004 by the Texas Education Agency, the state agency responsible for overseeing education in Texas. According to this system, a school district could receive a perfect score only if fewer than 8.5% of its students received special education services. More than 96 school districts met this requirement by reducing the proportion of their student body receiving special education services to 8.5% or less. A total of 250,000 additional children would have benefited from special education programs if Texas' school districts had continued to serve 13% of pupils needing such services. One hundred twenty-five thousand students still require the assistance and
support they are entitled to, even if we believe that Texas' educational methods adhere to national
standards and that half of those students would not have had special education services.
