Introduction The Kentucky Board of Dentistry operates independently within the state of Kentucky government. The administration of the Dental Practice Act aims to safeguard the public by controlling the practice of dentistry. To ensure that they are qualified to treat patients (Welcome -
Board of Dentistry, n.d.),
This committee mainly entails licensing oral health practitioners. Before being granted a license, dentists and dental hygienists must successfully finish a demanding curriculum of study, training, and exams. About 6,000 practitioners in the dental field are licensed to practice in Kentucky currently (U.S. Bureau of Labor Statistics,2018). The Board also handles the registration of dental labs, grants sedation permits, and handles licensee complaints.
The Kentucky Board of Dentistry has the authority to give a license to practice a career in the state of Kentucky to the following practitioners:
Dentist.
Dental assistant.
Dental hygienist.
Dental Lab.
Mobile Dentist.
The governor appoints the majority of the Board members to four-year terms, and they are supported by a qualified staff that helps enforce the regulations about the practice of dentistry. The Board is not to be confused with any nonprofit or professional dental association; it is an agency of the Commonwealth. Its sole purpose is to safeguard and advance the public interest; it is neither a membership organization nor does it advocate for the dental profession.

Additionally, the Board does not receive any funding from outside the government and is self-
sufficient. It is financed by fees imposed on dental professionals to obtain their licenses. Board Members
The 14-member Kentucky Board of Dentistry oversees oral health professionals in the Commonwealth and safeguards the public. Ten voting members are included in this, all appointed by the governor for four-year terms. Two of them are licensed dental hygienists, and seven are licensed dentists. A single member serves as a public representative and is not connected to or financially involved in the dental profession.
A non-voting ex-officio member represents the interests of the University of Louisville and the University of Kentucky. The interests of the hygiene programs are characterized by a non-voting ex-officio from one of the other dental hygiene degree programs offered by the Commonwealth. Lastly, the Department of Public Health's non-voting ex-officio member represents the department. These members form two groups which they are.

Meetings
The Kentucky Board of Dentistry meets on the second Saturday of every odd-numbered month. Meeting times and places may be changed with advance notice. Statutes & Regulations
State-level regulations governing professional licensure are the main means of controlling dental hygiene and dentistry practices. In Kentucky, the Board of Dentistry is given this authority
by a particular statute in the Kentucky Revised Statutes (KRS). This state law chapter creates the
Board, outlines its functions, boundaries, and powers, and then assigns the majority rulemaking.
To complete its broad framework, the Board is authorized to add specific requirements and procedures to KRS 313 (the Dental Practice Act). This rulemaking is carried out through the administrative regulations process. The Board of Dentistry's regulations are enforceable under Title 201, Chapter 8 of the Kentucky Administrative Regulations (KAR).
Kentucky dental license:
The Kentucky Board of Dentistry grants dental licenses in Kentucky based on two standards: either the applicant has fulfilled the experience requirements in another licensing jurisdiction (known as "Licensure by Credentials"), or they have completed an approved regional
clinical exam (known as "Licensure by Examination"). In addition, the Board may grant limited licenses to instructors and students who still need to meet the requirements for full licensure. All dental licenses in Kentucky expire on December 31 of odd-numbered years, and dental permits must be renewed or retired by that date (Initial Licensure - Board of Dentistry. (n.d.)).
Foreign-trained dentists' licenses
Nationwide, foreign-trained dentists (i.e., trained at an institution not accredited by CODA) who want a dental license in the United States should pass two ways (Allareddy et al., 2014). Complete a 2-year Advanced Standing Program for International Dentists (DDS or DMD)
or complete a minimum 2-year master's degree or certificate in an ADA-accredited program in an approved dental specialty. However, not all Dental Boards of Dentistry in all states in the

United States of America recognize the second nationwide way to get a dental license (Complete
a minimum 2-yr master's degree or certificate in an ADA-accredited program in an approved dental specialty) is accepted in eight states which include (State et al. for License to Work in the USA after Dental Residency for a FTD. USA-8, 2020).
Connecticut
Illinois.
Michigan.
Mississippi.
Oregon.
Texas.
Wisconsin.
Massachusetts.
However, according to the Kentucky Board of Dentistry, the international dentist who graduated from a non-ADA credit dental school should complete two (2) years of post-graduate training in a CODA-accredited general dentistry.
Mobile Dentistry
Mobile dental units are motorized vehicles with self-contained dental operatories with dental chairs, x-ray units, and fixed dental drills. The Mobile Dental Clinic should have two dental chairs with all attachments and seating space for 15 to 20 people. Dental Health Act of 2017, adopted by the United States Congress on February 26, 2018, authorized the use of mobile dentists in remote areas. Supporting oral health by providing a cheap dental clinic was the intention of this law (Gupta et al., 2019). Kentucky is one of the biggest supporters of mobile

dentistry. Behind California, Kentucky's second-lowest fee will be paid to initiate mobile dentistry (Mobile Dentistry - Board of Dentistry, n.d.). The main for that is Kentucky is the tenth
with the most rural population in the United States,). According to the United States Census Bureau. The definition of "rural," according to the U.S. Department of Health and Human Services' Health Resources and Services Administration, is "...any population, housing, and territory not included within an urban area." "Rural is anything that is not urban." Small settlements and a low population density characterize typical rural areas. Both agricultural regions and other kinds of areas, like forests, are typically considered rural. (Defining Rural Population | HRSA,2022). However, after March 2023, the Kentucky Board of Dentistry released a regulation that Mobile dentists should establish a contractual agreement with a fixed dental office within a seventy-mile radius of their treatment location. This condition will ensure that patients can receive follow-up and emergency care if needed. Additionally, patients in a mobile setting must receive comprehensive diagnosis, treatment, and referral information after their visit (Mobile Dentistry - Board of Dentistry, n.d.).
Dental hygienist:
The Kentucky Board of Dentistry grants licenses to practice dental hygiene based on the applicant's passing score on an authorized regional clinical exam (Licensure by Examination)
or satisfactory completion of an approved dental hygiene experience requirement from another licensing jurisdiction (Licensure by Credentials). The Board's jurisprudence exam and a background check are required for all license types (Initial Licensure - Board of Dentistry. n.d.). Some states, like Florida, authorize international dentists who pass all dental examinations to be dental hygienists (Dentistry et al.)). However, this condition cannot be found in Kentucky.

Dental Assistant
Kentucky grants dental assistants no license, and there is no application or approval procedure required by the Board for someone to work as a dental assistant. Instead, dental assistants need to keep up their CPR certification and board registration. Nonetheless, the employer dentist must report to the assistants and record CPR instructions. As part of the license renewal procedure, registration requires the dentist to update the names of their dental assistants every two years. The assistant does not need to take any action.
Dental Laboratory
Regardless of whether the dental lab is housed outside the state, it is deemed to be operating or conducting business within the state if the client order that authorizes the work product originates in Kentucky. Additionally, certified dental technicians (CDTs) or dentists with
a Kentucky license are required to oversee the operations of registered dental laboratories (Title 201 Chapter 8 • Kentucky Administrative Regulations • Legislative Research Commission. (n.d)).
Conclusion
Kentucky is one of the encouraging states for Mobile dentists. However, it is one of the most complex states related to getting a dental license for foreign-trained dentists.
