English Learner

It is a student whose
native language is not

difficulty reading, writing,
speaking, or
comprehending English
which limits success in the
classroom.

Second Language
& Bilingual
•
ESL is English as a Second Language is
a program of techniques, methodology,
and special curriculum designed to teach
ELL students English language skills,
which may include listening, speaking,
reading, writing, study skills, content
vocabulary, and cultural orientation.
•
Bilingual is a student who knows two
languages.

Sheltered English
Instruction & Structured
English Immersion
Program
•
Sheltered English Instruction which is an
instructional approach used to make academic
instruction in English understandable to ELL
students.
•
Structured English Immersion Program the goal of
the program is the acquisition of English language
skills so that the ELL student can succeed in an
English-only mainstream classroom. All instruction in
an immersion strategy program is in English (US
Dept of Education, 2020).

First principle is Asset-Based Behaviors and
Expectations
•
EL students will develop confidence in their own skills
and knowledge, a sense of self-efficacy, and a belief in
their own ability to achieve and be successful (AZ Dept
of Education, 2019).
Second principle is Integrated Instruction in
Disciplinary Language and Content
•
Participation in integrated language and content
instruction, EL students will develop a sense of voice,
confidence, and self-determination as they use content
and language in tandem to meet their goals(AZ Dept of
Education, 2019).

Four Principles of Arizona's
Language Development Approach
Third principle is Targeted and Explicit Language Instruction
•
EL students will develop a sense of voice, confidence, and self-
efficacy around their language use(AZ Dept of Education, 2019).
Fourth principle is Regular Assessment, Monitoring, and
Feedback
•
EL students have opportunities to set their own goals and learn
how to measure and evaluate their progress toward those
goals(AZ Dept of Education, 2019).
Arizona's Approved Research-Based
SEI Models
Newcomer
•
A newcomer program addresses the needs of
recent immigrant students, especially those with
limited or interrupted schooling in their home
countries. Major goals of newcomer programs are
to acquire beginning English language skills
along with core academic skills and to
acculturate to the U.S. school system.
Pull-Out
•
Pull-out this method is when ELL students are
pulled out of the their regular class for special
instruction for usually 60 minutes a day.
Arizona's Approved Research-Based
SEI Models
Two Hour
•
Students will get 100 minutes a
day of targeted ELD with a SEI
teacher
50-50 Dual Language Immersion
•
In this model English and the partner
language are both used for 50% of
instruction at all grade level.

Assessment & Placement
Arizona Assessment
•
Schools are able to determine ELL program
eligibility, placement, and reassessment by using
AZELLA, The Arizona English Language Learner
Assessment.
Standard accommodations available to ELLs for
assessment:
•
Going into another room to complete
•
Flexible seating
•
Have a familiar test administrator
•
Repeat directions as needed
