DEMOGRAPHICS OF ELL POPULATION IN ARIZONA
“As of 2019, Arizona's schools were home to nearly
75,000 English language learners
. In recent years, the most common languages spoken by ELLs in Arizona have been Spanish, Vietnamese, Navajo, and Somali. (U.S. Dept. of Education, National Center for Education Statistics)” (Colorin Colorado, 2023, para 1).

Every child in the United States has a right to a free and appropriate public education (FADE). They cannot be discriminated due to sex, race, gender, religion, ethnicity, or immigration status. Every parent has a right
to decline services being offered at schools,
that includes the ELL program and its services. All schools must provide information to families in languages they can understand and help if the family’s request it. PROGRAM ELIGIBILITY, PLACEMENT, &
REASSESSMENT
The eligibility requirements for the ELL program according to Arizona Department of Education is the “Arizona English Language Learner Assessment (AZELLA). The AZELLA is a standardized assessment test that is a requirement that will measure a students’ English language proficiency. “AZELLA is used
for both placement and reassessment purposes. Students who have been identified as second language learners on the Home Language Survey take the AZELLA placement test, and the students’ proficiency scores determine appropriate placement for instruction” (Arizona Department of Education, n.d., para. 1).

PROGRAM ELIGIBILITY, PLACEMENT, &
REASSESSMENT CONT.
Every student that is placed into Arizona’s English language learners’ program will also take the AZELLA reassessment test. This will take place once per year until they are able to achieve proficiency in the English language. Once they are able to achieve proficiency in the language, “they will be monitored for two years to ensure they can achieve success after
they move into a mainstream classroom” (Arizona Department of Education, n.d.).
RELATED QUALIFIED SERVICES
If your child qualifies for the ELL program, your child may qualify for other related services such as speech-language therapy, social skills groups, and more. All will depend on your school and what they have to offer for their programs. INFLUENTIAL FACTORS FOR ELL
