Report
Kisha Weldon INTERVIEW & INTERROGATION  05/28/2023 UNIT 2 IP
To: State of Maryland Sheriff’s Department From: Kisha Weldon (Chief Investigator) May 27, 2023 Subject line: Sam (known suspect) Interview and Interrogation Unit 2 IP According to the chapter on witness management, suspects might act as witnesses or even victims of a crime. As the child's abduction investigator, I obtained a statement report from Sam. The inquiry concludes that the 'witness' is a suspect since several interview questions were not answered accurately. Following the subject's ambiguity in answering the interview questions, such as the vague answers and initial denial of knowing the missing child, the investigation shifted from interviewing the witness to detaining and questioning Sam. He is now presumably a possible suspect based on the evidence discovered, giving me reasonable grounds to suspect that he was involved in the child abduction at the detective bureau. At this stage, Sam is a suspect who has been arrested for the alleged offense and given the proper Section 10 Charter and Statement Caution before being questioned (Gehl). This memo will strive to identify those suspicions supported by evidence to fulfil the standard of developing reasonable grounds for the conviction that Sam is guilty of, at the very least, obstructing justice and, at worst, committing the crime. Section 10(a) I am arresting Sam for supplying false information and refusing to comply in the ongoing investigation, which will result in accusations of obstruction of justice as of May 28, 2023, at the
detective bureau. I am arresting Sam for supplying false information and refusing to comply in the ongoing investigation, which will result in accusations of obstruction of justice as of May 28, 2023, at the detective bureau. '' Section 10(b) I must immediately notify Mr. Sam that he has the right to hire and direct Counsel discreetly. Sam should contact a lawyer of his choosing who has 24-hour phone service and can supply a legal assistance duty lawyer who can provide legal Counsel in private (Gehl). It is a free Counsel to help explain the Legal Aid Plan to the suspect. ’’ Sam has been identified as a main suspect in the continuing investigation due to the interview. He will thus be imprisoned for more interrogation since he is found guilty of obstructing justice; he refused to comply by giving false information, such as denying knowing the victim and giving evasive responses. The investigator will make an effort to ascertain Sam's reasons for being uncooperative in the interrogation room by showing some empathy to defuse any tension with his reluctance and by emphasizing that he is allowed to use his Section 10 Charter and Statement Caution, which stipulates that ; Everyone has the following rights when they are arrested or detained: a) to be quickly notified of the circumstances; b) to retain and instruct Counsel immediately and to be made aware of that right. The suspect will get some power and authority over the procedure by doing this (Gehl). I'll use the Reid questioning to get Sam to provide more specific information to aid the inquiry. I'll let Sam know that he has already been charged with a major offense for lying to the investigators. At this point, it's also crucial to present proof to support the gravity of the situation

and further intimidate the suspect. I'll utilize open-ended inquiries to enlarge the case's knowledge base and limit it to a more focused lead.
