Report and Plan of Service for Martin A. Case Analysis and Recommendations
To the Honourable Justice of the Peace,
I have been entrusted with the responsibility to analyze and devise an appropriate plan of service
for Martin A. As the Supervisor and front-line counselor at YCAPP, I have had the privilege of
working with youth involved in the criminal justice system for over eleven years. My
educational background includes a bachelor of social work, while professionally spanning youth
justice and children's mental health services.The Youth Court Action Planning Program
(YCAPP) is an essential component of the youth criminal justice system, operating in accordance
with the Youth Criminal Justice Act's principles. Given the nature of my role and YCAPP's
expertise, I will provide an analysis and recommend a suitable plan to address Martin's
circumstances. Martin A. is a 14-year-old African-Canadian male residing in Regent Park, an
area that has historically faced socio economic challenges and volatile crime rates. It is essential
for the court to consider the community's environment in which Martin resides. Regent Park's
history of limited resources, social inequalities, and crime rates can have an impact on the
opportunities available to youth and their interactions within the community as the
neighbourhood remains one of the most dangerous places in the city, with a total of 133 crime
incidents in the first eight months of 2022 and a 44.4% growth in sexual assault (Vilkov, 2022).
The Court should consider Martin's lack of a criminal record and educational aspirations as a
positive aspect of his background indicating that the current incident might be an isolated
occurrence rather than a pattern of behavior. Martin comes from a family with a middle income
socioeconomic status with educated parents who work in full time professions. The family's
support is evident through his father's willingness to collaborate with YCAPP and provide
assistance to Martin. I recommended that Martin A. reside with his family given the presence of
strong family support. This family structure represents a stable foundation that can play a crucial
role in his rehabilitation and successful reintegration into the community. The devised plan of
service for Martin A. encompasses an approach that aligns with the principles of the Youth
Criminal Justice Act. Educational Support, by collaborating with local schools, as Martin is
transitioning to high school his education must continue smoothly. Family counseling sessions
will be conducted to address tensions within the family and foster effective communication
strategies. Mentorship Programs, connecting Martin with positive role models from the
community will promote his personal growth and provide guidance. Overall, collaborative efforts
with various communities, social services and utilizing the family's stability and support offer a
promising foundation for his rehabilitation. The plan of service aims to address both his
individual needs and the family's dynamics.
