Proposal for Western Forest Service Client Account
Organizational Problem for:
Western Forest Service
Analyst’s Name:
Amelia Madsen
Date:
01/29/2023
Problem Statement
There is an invasive species of beetle that is infesting the spruce/ fir forest ecosystems in the mountain
regions of Colorado.
High-Level Requirements
The Western Forest Service needs assistance in devising a plan to cull the beetle population and preserve
the forests. They need to decide which areas to prioritize, and how to mitigate current infestations and
prevent future ones.
Types of Questions
I would like to gather plenty of quantitative information: population numbers, locations, number of
downed trees, and efficacy of different beetle deterrent methods.
Questions
What are the current estimated numbers of the beetle population?
Is the beetle population an invasive species that would preferably be eradicated if possible or one that is
important to the ecosystem, but needs its numbers kept at a manageable level?
What would be an appropriate/realistic level for the beetle population?
Where are the highest numbers of beetles?
What methods have been the most effective for culling beetle species in other forests?
Key Audience(s)
A few important stakeholders in this instance would be park rangers, wildlife experts, any groundskeeper
or other employee of the forest service. On a larger scale the U.S. Forest Service, U.S. Fish and Wildlife
Service and the EPA. I would also like to consider a program where hikers and campers can report
sightings of large beetle populations and infested trees.
Delivery Method(s)
There are going to be a lot of people to interview so I think the most effective way of gathering
information would be via emailed surveys/ questionnaires. However, I would like face to face interviews
with certain high level experts on the matter.
Rationale
It is important to further investigate this issue as it has large ramifications for important wildlife and
plant life in the Rocky Mountains. The Forest Service has also stated that fallen trees and boring dust can
impose a fire hazard. Both these beetles and any potential fire can not be easily contained and would
easily spread to other forests across the state or even the country.
