The Federal Election Commission (FEC) took another step to establish stricter regulations on
advertising policy in ads, especially political ones on major web platforms, a significant change for an
agency besieged by complaints of alleged Russian interference in the 2016 elections.
Commission members voted to begin a rulemaking process that requires waiving small political ads
running on Facebook, Google and Twitter.
Facebook, Google and Twitter have told the FEC that they are open to stricter oversight of the
political advertising business. Tech companies have also acknowledged that their advertising
platforms and networks helped facilitate foreign meddling.
Facebook reported that around 3,300 ads were purchased during the 2016 elections. For its part,
Google also identified Russian ads on YouTube and Gmail, and Twitter was the platform for the
spread of tweets from bots and fake accounts with propaganda messages from the Kremlin.
There is already regulation for television, radio and digital ads, but the commission has not made
explicit what is required of online political ads, the size and display of which make it difficult to
include a liability position. The rulemaking process will seek to clarify those obligations.
