Brief History

It was established to use the research questionnaire in the Kerzner Model for
Level 2 as specified, and to use them without modifications in the future just
so the administration would consistently monitor transformation

To refresh the group's memory, Level 2 features five life cycle steps, each of
which can be started without completing the others. The stages are "steps"
