Hello Class, This week I have identify the oil refinery located in the middle of El Paso, Texas. While the probability of the oil refinery exploding is low the impact would be huge. El Paso has a population of 868,763 as per the 2022 United States Census and the city is always growing. The Central Area where I have identified the location of the oil refinery has an estimated 131,980 people that would take the blunt of any explosion, where it be initial blast or from secondary effects. On the map I have highlighted the oil refinery as the primary point followed by an explosion radius of 3.25 miles from the center of the oil refinery. The 3.25 miles is based on average from historical explosion from other oil refineries. The blast area contains 4 fire stations, 2 hospitals, the central power station, three major cell towers and the city's Medicals Examiners office. The risk of losing power and communications is a high probability in this sector. The oil refinery is also located in a residential area and any major explosions or fires run the risk of spreading into the neighboring residential homes. If the fire department and hospitals withstand the initial blast they would be crucial in assisting the areas most affected and those affected. If for any reason they are unavailable, outside the blast area I have identified 2 additional hospitals, 3 fire departments and 2 police departments that can help the local residents as other Emergency responders from the rest of the city arrive to assist. Although the explosion would create a major emergency the secondary affects following would also need to be taken into consideration. The smoke from the fire inside the oil refinery would be a risk factor for the rest of the city, targeting those with pre-existing conditions or respiratory problems. Possible evacuations or shelter-in place orders would need to be given pending any secondary affects from the initial explosion(s). The mapping tool is something new for me, I have utilized other mapping tools when I was in the military but nothing like this one. After a bit of playing with the google mymap it was
relatively easy to put together what I wanted to do. The tool is something very useful in composing and identifying all types of thing, only down side was I could not make circle outlines or show actual distance.
