Bringing Manufacturing Back to the U.S is Easier Said than Done
Most political leaders have been calling for the United States' manufacturers to produce
more critical supplies domestically (
Shih,
2020). However, there are some complexities of
bringing back particular segments of manufacturing. The problem lies in combining the
operational metrics implemented to manufacturers and the structure of modern supply networks.
There are several critical steps that managers should employ to improve their resilience and
assess their supply strategies. The manufacture and design of new microcircuits requires
sophisticated equipment, and the individuals using them need considerable experience and
training for effective operation. Scaling up manufacturing involves unique expertise by
establishing the raw materials’ supply chain, staffing, instituting analysis and quality techniques,
designing assembly procedures with appropriate fixtures and tooling, working through material
handling, and securing and building test equipment (
Shih, 2020). Besides, modern manufacturing
operations must emphasize on operational effectiveness.
Factory managers should track performance indicators that stimulate them to expand their
set-ups with the least surplus dimensions. Capital efficiency is also a concern that manufacturers
must put into consideration to avoid paying for underutilized capacity. Subcontracting production
work can help manufacturers keep their plants fully-loaded through turning to outsourced
manufacturing service providers for seasonal needs and variable capacity (
Shih, 2020).
Contracted suppliers employ demand pooling through various consumers to balance workload
and maximize capability deployment to achieve low operating costs. Additionally, manufacturers
should avoid adopting a lean manufacturing structure to ensure that they evade supply blow or
unexpected disorder for raw materials, products, or components. Outsource manufacturing
providers should avoid opting for less-expensive products and pay the cost of premiums that

diversify supplies. The current unfolding disruptions of the pandemic can assist managers in
evaluating their supply approaches and initiate arrangements that enhance their flexibility by
planning to differentiate sources for essential materials and components, examine plan
alternatives and logistics bottlenecks, reconsider the appropriateness of tactical inventory assets,
and reconsider capacity-planning approaches for strategic supplies such as medical provisions.
