The person I feel is the most significant to the history of public administration is Woodrow Wilson. Not only of his high education as the only president to hold a PhD, but also his most important work- The Study of Administration.” The significant change he made is the way the government’s administration hiring system. Prior of his proposal, works in the governmental system were hired based on their loyalty
to a political party. He instituted merit based system which affected the evolution of public administration as works were inspired and more efficient (Kirwan, 1987).

State employee now, I am appreciated of his institution of merit based system. Based on your ability, not on who you know or which party you support, giving many of us a chance to believe we can serve our government and show our value.
