What are similarities and differences between state and federal funding? What are the central role(s) of
the federal government in relation to higher education, and what are the central role(s) of state
government in relation to higher education?
There are similarities and differences as it relates to State funding and federal funding. Both have unique
budgets passed by their respective governing bodies (federal/state congress). Federal funding for higher
education includes grants, federal loans, etc., and come from the federal budget. State financial aid is
similar, but state financial aid for higher education is specific to that state. For instance, if there are
programs in your state that gives students opportunities to receive scholarship monies. These types of
scholarships help pay for tuition at state colleges in that state only, I believe that federal aid can be given
to anyone that qualifies, state aid can only be given to those who reside in that state.
Today, the federal government oversees a massive student financial aid portfolio, enforces civil rights
laws, and enacts policies that influence higher education in numerous important ways. While education
is not explicitly mentioned in the U.S. Constitution, the federal government plays a significant role in
establishing legislation and standards, providing funding, and ensuring that all students have access to
quality education.
State legislatures have also set mandatory requirements for students to graduate. In cases where state
rules and regulations for courses do exist, they must be followed. Local school districts may, however,
offer courses and activities in the instructional program beyond those required by state statute. State
governments play a critical role in shaping higher education. While the federal government can enact
overarching educational guidelines, state legislatures have the primary authority to shape education
policy.
