Question 21
Your Answer:
What were the problems that the policy of “Internal Improvements” was designed to fix and what problems did the
advocates of Internal Improvements face in enacting their policy?
The problems that the "Internal Improvements" were supposed to address were building unity amongst a geographically diverse and
expanding b United States and stimulating economic growth by establishing roads, steamboats and canal systems. These systems
were to allow an ease in transporting passengers and goods from one region to another. DeWitt Clinton believed that the Erie Canal
would save the American Union by opening up commerce and trade between the eastern sates and the western territories (states). Many, like Clinton, faced many challenges in building the infrastructure needed for growth. Many of these challenges originated by
way of a lack of financial support from Congress, which at the time had limited streams of revenue, land sales, and tariffs. The
Second Bus had only been built back up during Madison's presidency and was still without significant stabilization. Also, many
projects (steamboats, early canals, and turnpikes) failed and were seen as too risky of an investment. Thomas Jefferson thought the
idea of building canals was "little short of madness" and men like him tabled (or intended to) the idea for a century. They did not want
to commit funds to an improbable idea. DeWitt Clinton (and others) resorted to securing funding from states to build the infrastructure
that would eventually lead to an economic boom and the rise of capitalism.
