Weaknesses

the staff and the top management.
The center does not have an expansion
strategy to introduce new programs
that gather for emerging needs.
There is no consistency on the
programs offered by the center.
The goals of the top management
differ to those of the people on

Threats

counseling centers that could attract
students from Hillsboro.
Reducing budgetary allocation can
affect delivery of counselling services
negatively.
Failure to incorporate technology
could lead to the closure of the center.
Changing trends could affect the
current programs.
Real Issues
There are three key issues at the stake of the counseling center. The main issue is the
failure of the center to reinvent and identify better approaches that could be used to attract
students to receive counseling. Initially, the center worked well, and students visited different
counselors to receive mental help. However, as time changed these methods failed to match the
changing needs of the students leading them to resort to other methods of solving their problems

such as drinking. The second issue is poor communication between the center director and the
top management. The top management is interested in getting more students to receive
counseling (Case Study, n.d). However, the center director notices that the reduction in the
number of student visits is a result of good counseling that has helped the students to deal with
challenges in their learning environment. Despite this perception, the top management sees that
learners are faced with challenges, and the center seems not to be doing enough to avert the crisis
(Case Study, n.d). The poor communication between the two leads to the deteriorating
performance of the center. The other issue is the wrong approach to conflict resolution. It is
evident that there is a conflict between the center director and the vice president. The two,
however, fail to solve the issue amicably with the center director threatening to quit while the
vice president considering a budget cut.
Steps to Follow
The vice president of the institution considered a method that could be useful in reaching
more to learners. The method was to involve all the stakeholders in planning and developing a
better approach of offering to counsel. In this planning process, the first step is to call a meeting
of all the counseling staff, student leadership, and other stakeholders to discuss the issue (Al-
Sawai, 2013). Once the issue has been discussed, the next step is to come up with alternatives
which should be discussed and the best selected for implementation. These alternatives would
consider the current challenges and what could solve the problem. The last step is to implement
the suggestion selected while carefully monitoring its performance. The process should consider
regular meetings with the above stakeholders to assess if the solution is working.

The planning process requires the involvement of four key stakeholders. The counseling
staff is the main stakeholder that should be involved in the planning process. The counseling staff
is knowledgeable and aware of all the counseling needs in the environment. They are the people
who will help in raising issues affecting counseling and the measures they think it can help to
address these issues (Al-Sawai, 2013). Student leadership including student leaders and staff in
charge of student affairs. The two represent the interests of the students and will provide the right
guideline on measures that should be implemented that lie between the confines of student rights
(Ginter, Duncan & Swayne, 2018). The top management made up of the vice president is an
important party that needs to involved in planning. The vice president provides that goodwill at
the same time redirecting the team in line with the institution's expectations. The last party is a
community representative who will present the grievances of the community regarding student
behavior. The party will also help to communicate the resolutions to the entire community.
Ways that Earlier Planning Procedures could have Prevented the Conflict
The current conflict is a result of failure to plan in time. If planning had been done earlier,
student needs would have been gathered for preventing a situation of reduction in the number of
their visits to the counseling center. Additionally, the process would have ensured that there is a
good communication plan in the institution. Effective communication would have helped to
prevent the crisis and would have prevented the tension between the director and the vice
president (Gopee & Galloway, 2013). Earlier planning would have allowed the center to reinvent
new methods of reaching out to students helping them to speak and raise their concerns.
