Which dimension of creative climate was the hardest to evaluate?

I am not sure if I would call it surprised, but while I was reviewing them and analyzing my company (specifically my department), I found the dimensions very useful in my analysis.
The dimension I struggled with was “Freedom.” The reason for me to find it so challenging is because while my organization does embrace innovation, we are held accountable to strict regulatory agencies that may restrict “free-thinking.” This is of course as a result of having patient safety being the priority.
Two of my high scoring dimensions are Challenge
and Debate. I picked these two to discuss because while they may appear as complete opposites, I find them to be correlated. As reported on my analysis, challenges provide plenty of opportunity for staff to think outside the box to create processes and procedures that may help improve daily operations; but then again, debates may be one of the “side-effects” of this, as employees are permitted to freely express their perspectives on the matter at hand. On the other hand, my lowest scoring dimension was Freedom
. Again, I believe the restriction of freedom may not necessarily be a culture issue, but a responsibility to stake holders.
