2 Review of Requirements and Clarification questions : Attending a bidders’ conference is important for vendors in order to get a better scope of the project. The bidders conference is where interested and eligible vendors have the chance to ask questions and get clarification about the clients wants, needs, and expectations to learn about the client as well as determine whether or not they are a good fit for the project. Attending the bidders conference allows for vendors to collect information that they can use to formulate a best fit plan for the client, to complete the project. Review of questions for bidders’ conference : What rules and regulations are set as far as collaborating and subcontracting? Are certifications or certification of insurances required for the vendor you're looking for to do the job in order to meet the requirements? Are there references required? If so, what are they? If there are two contracts open with the same customer, does that violate the standard of not having any open contracts with any other agency or state? What are your vendor location requirements? What are the standards for employees of the vendor? Answers to questions from bidders conference : The vendor must not have any active managed-security service provider contracts with any other State Government agency. The vendor must provide proof of liability insurance certificate of one million dollars.
3 The vendor must provide one bank reference and two credit references, both positive. Vendor must have a permanent office in the same state as the client If there are any conflicts with the employees of the vendor they must be stated and described. Information gaps identified according to important aspects of RFP requirements: Must maintain at least one permanent office in this state. (Department of finance) A statement confirming that the Proposer does not have active managed- security service provider contract(s) with any State Government agency (Department of finance). A statement of whether the Proposer or any individual who shall perform work under the contract has a possible conflict of interest (e.g., employment by the State Government) and, if so, the nature of that conflict (Department of finance). Proposal Transmittal and Statement of Certifications and Assurances (detailed in RFP Attachment 6.2) completed and signed, in the space provided, by an individual empowered to bind the Proposer to the provisions of this RFP and any resulting contract. (Department of finance). A current written bank reference, in the form of a standard business letter, indicating that the proposer’s business relationship with the financial institution is in positive standing (Department of finance).

4 Two current written, positive credit references, in the form of standard business letters, from vendors with which the Proposer has done business or a positive credit rating determined by a accredited credit bureau within the last 6 months (Department of finance). a copy of a valid certificate of insurance indicating liability insurance in the amount of at least One Million Dollars (Department of finance). Project Plan Modifications Based on Clarifications Answered : 1. Include copy of valid liability insurance of at least one million dollars 2. Include one current bank reference and one credit reference 3. Include proposal transmittal and statement of certifications and assurances 4. Include a statement determining conflict of interest of any vendor employees 5. Include a statement confirming no active contracts with any state government agency 6. Include confirmation of one permanent office in the same state of client Changes made. Each required document, reference, and confirmation of status have been updated in this proposal as numbered above. High-Level Description of Current Client’s Need : The client is facing challenges within their company due to the lack of proper Information Security assessment. The client is facing great risks due to gaps within their system that leave it and the company open and vulnerable to many threats and risks that have the potential to cause harm/damage to their company as well as their employees and all other staff and connected parties. The client is seeking a robust,
5 secure, and experienced security assessment team to help determine, find and mitigate and or eliminate those threats and risks.
