3 Topic: Program Placement Of English Language Learners DQ1: What accounts for the disproportionately high representation of ELLs in ESS/special education and disproportionately low representation in gifted and talented programs? Support your response with at least one scholarly resource . Good day, class and Dr. Hylviu. I hope you are all doing well. Under the Individuals with Disabilities Education Act (IDEA), there is NO reason to identify children as disabled simply because they perform poorly on tests due to racial, ethnic, or environmental disadvantages. Students who do not have a strong command of the English language are clearly at a disadvantage when taking the test since they are less likely to understand the content or to articulate their answers in a foreign language. "Assessment data and high academic achievement" have resulted in a certain bias regarding gifted and talented students' abilities and nationalities (Yaafouri, 2019). The best way to assess EL students' potential for gifted and talented programs is to observe their ability to assess if they are progressing faster than their EL peers (Yaafouri, 2019). We observe ELLs' math grades from k-3rd grade; if they excel, they will be tested for gifted and talented. We chose math because it's a universal language. If students have not progressed with their grades in math and reading, and if there is a regression, they will be tested for SPED services. We will not test a child under 3rd grade because, according to the school’s policy, the student has had to be in ELL for at least 3 years before receiving any services. Yaafouri, L. E. DQ2: What can a teacher do to help identify gifted and talented students within the ELL population? What are some ways you can help develop the gifts and talents of ELLs ? Teachers and parents are the primary observers of students. Noticing if students are proficient in a new language more quickly than what's typical, demonstrating advanced abilities in code-switching or translation, and having exceptional reading skills in the heritage language are good key points to identify if an ELL student is gifted and talented (Yaafouri, 2019). I plan to encourage and allow my students to show me what they already know. Teach them to advocate for themselves and to try their best always.
