MEMORANDUM MARCH 9, 2023 TO: MR. KERMIT STONE FROM: SUBJE CT: WAYS TO LOWERING STATE UNEMPLOYMENT TAX RATES Dear Mr. Stone, My name is Sally and I work in the human resources department for the Hilton Company. Mrs. Deborah Murtha informed me that you’re interested in finding new ways to lower Hilton Company’s unemployment tax contributions. The first noticeable change would be to carefully read reports from the state unemployment office and not sign them until we have checked all the details. The next step would be going over every eligibility report from the state unemployment office and refute the ones that are not qualified for unemployment benefits. We can check if ex-employees quit on their own accord or if they’ve worked long enough for Hilton Company for the company to pay for unemployment insurance tax. My final suggestion for lowering Hilton’s compensation tax rate would be to make voluntary contributions. If we make voluntary contributions in addition to our regular tax payments, it will increase the company’s reserve account balance and have a positive impact on Hilton’s experience rating system. The larger a company’s reserve contributions minus the benefits paid will result in Hilton Company being a positive-balance employer because of how the state government uses the reserve formula. This will help the company obtain a lower tax rate for next year. I understand that your goal is to cut down on our contributions but in the long run the company will save more in future unemployment tax payments than what we will initially contribute voluntary.
